Port commits up to $50,000 to close Old Swim Hole project’s final funding gap

MANSON — The Chelan Douglas Regional Port Authority agreed Nov. 4 to close the remaining approximately $25,000 funding gap for the Old Swim Hole restoration project and provide additional support if needed, up to a total contribution of $50,000.

The decision at the Port’s board retreat completes a series of local funding commitments aimed at keeping Manson Park and Recreation District’s project moving toward construction before a Nov. 15 deadline.

Chelan PUD initially allocated $500,000 in 2023 through its Public Power Benefit program. After construction bids opened Oct. 6 left the project approximately $375,000 short, Chelan County commissioners pledged up to $250,000. PUD commissioners then approved up to $100,000 more on Nov. 2.

The Port’s commitment covers the final gap, with roughly another $25,000 available if the project needs it.

“Well, I would suggest you just do up to $50,000,” Port CEO Jim Kuntz said. “We’ll cover the balance,” Commissioner Richard DeRock responded.

The funding effort follows years of planning, engineering and permitting, along with two bidding efforts that exceeded available construction money. Failure to close the gap by Nov. 15 could have put grant funding at risk and delayed construction for several more years.

“We’ve got permits in hand. We’re ready to go,” parks Director Robin Pittman told PUD commissioners Nov. 2.

The project would restore public swimming access along Lake Chelan in downtown Manson, replacing deteriorating waterfront infrastructure with a stepped seawall, beach area, accessible ramps, stairs and shoreline stabilization.

Plans also include a dock for nonmotorized watercraft, a pedestrian boardwalk connecting the Old Swim Hole with neighboring Manson Bay Park, and pathways, landscaping and parking improvements.

According to Pittman’s October project update, the restoration was expected to be completed by June 30, 2027, if the remaining funding was secured, which the Port has now guaranteed.
